“The Barcelona Declaration” of 2019 is quite another thing than the cooperation program that was decided between the EU and 12 Mediterranean countries in 1995.
This declaration happened in February 2019 and has to do with how more than 40 womxn (!) from Europe and Central Asia met in Barcelona. Their purpose was to work with feminism, drug policy, human rights and harm reduction.
